Socialist countries tend to find social solutions to problems rather than technological ones. If there is a diabetes epidemic, they are more likely to try to change human behavior (promote or force healthier diets) than invest decades of finite scientific resources looking for a cure that makes it possible to survive unhealthy behaviors.
